Though my own statement will almost certainly say "please ask," so I suppose that leaves the podficcer right back where they started. Not quite. I'm a podficcer that has issues finishing what I start, so often I'll wait until I'm finished a podfic (or effectively finished) before I ask permission. I do that whether or not the writer has a statement up about podfic, seeing a "I'd like to talk about it first" gives me some reassurance that there's a good chance I'll get a yes, or at the very least we might be able to talk through any hesitations the writer has.
Although, seeing the caveat <lj user=china_shop" suggested of "Asking does not imply an obligation to finish or post the podfic (or other transformative work)." might be enough to have me ask in advance. :)
