Well, I'd say both are true. There's just a lot of kinds of vids out there.
PR Zed almost always seems to tell a story with vids, often a story that's not actually in the canon at all. Morgan Dawn's "Flying Home" is very much like a dS story, and in fact it's a story I've never seen written quite that way. I'd like to. Except I'm not sure that story could be told as anything but a vid.
And then there's the character vids, which are very similar to character-study fics. "Schism" is a good look at Spike, as is "United States of Spike." Angel seems to get that treatment all the time. I'm especially fond of "Cowboy," but there're more vids about the angsty side of him, actually.
And then, of course, you have the metavids: "My Baby's in Love with Eddie Vetter," for example, which is commenting on something that drives me up the wall about that canon, comics and movies alike. And there's "The Mountain," which is a brilliant metavid and has summary and story components as well.
Finally, the summaries or explorations: like "Transparent," for example, or "Ordinary," both of which take a sad look at early Willow. Or "Need a Man Blues," which takes a movie I could not stand to watch - Wilde - and packs pretty much the whole agonizing story into a few minutes. Without leaving out anything important that I could see.
And I'm not even finished categorizing, yet. There's the hysterical in-joke vid, and the fan tribute, and you're-so-pretty-and-I-hate-you vid, and the slash vid, and...oh, hell. This sounds like I've got another damn vid post in me.
Vids. Will. Not. Take. Over. My. Life.
Won't.
(Oooo, "Drop Dead Gorgeous" totally made me want to find SV fic. But that's wrong. Wrong wrong wrong! Bad fan! Read my lips: no new fandoms!)
