I've thought about it largely because of Andraste's story and because of some other discussions about this in various places. I tend to go in the direction of "against all odds, very little actual death and destruction resulted," but I can see the arguments for the contrary. I don't think canon requires you to go either way, and it's all still pretty damn tragic no matter how you slice it.

... and now that last metaphor is making me envision tragedy as being something like a very dark chocolate cake.
