The story lines I know about the Master are from the Third and Fourth Doctors -- It was Tom Baker, mostly. This whole thing with the Time Vortex is either from way before that, way after that, or just introduced.
In the plot lines I now about, he was evil, but more of a narcissistic personality disorder thing. This whole batshit crazy burn the whole world is new.
Traditionally, by the way, The Doctor objected to the very strict rule of non-interference -- after all, they were powerful and could theoretically help a lot -- so he stole a TARDIS from the repair shop (It's never gotten back to 100%, and the chameleon circuit is still broken) and went off to Do Good. He's always been a sort of stealth renegade crusader.
Bear in mind that there are people who know far more about this, and that I fell off before the Sixth Doctor.
As for stealing the body -- think vampire. The body was occupied, not a spare. On the other hand, from a shambling hulk he went to looking a bit like the Edwardian Blackadder, only smoother. Hmmm. Think Ventinari's evil brother.
